{"id":11065,"date":"2021-11-10T13:50:36","date_gmt":"2021-11-10T08:20:36","guid":{"rendered":"https:\/\/i3tk.org\/demo2\/?p=11065"},"modified":"2021-11-10T13:50:39","modified_gmt":"2021-11-10T08:20:39","slug":"embedding-neuroscience-in-public-health-policy","status":"publish","type":"post","link":"https:\/\/i3tk.org\/demo2\/world-news\/resources\/embedding-neuroscience-in-public-health-policy\/","title":{"rendered":"Embedding neuroscience in public health policy"},"content":{"rendered":"\n<p>Non-smoking campaigns that tell teenage boys they will get lung cancer in 30 years if they don\u2019t stop smoking just don\u2019t work.<\/p>\n\n\n\n<p>\u201cBut prevention programs that tell them that girls don\u2019t like smokers make them go pale with fear,\u201d says&nbsp;<a href=\"http:\/\/healthpolicy.fsi.stanford.edu\/people\/keith_humphreys\">Keith Humphreys<\/a>, a professor of psychiatry and behavioral sciences.<\/p>\n\n\n\n<p>Humphreys, an affiliated faculty member of&nbsp;<a href=\"http:\/\/healthpolicy.fsi.stanford.edu\/\">Stanford Health Policy<\/a>, told an audience at the World Economic Forum in Davos, Switzerland, this January that the better approach to public health campaigns are those tailored to the realities of the human brain.<\/p>\n\n\n\n<p>One of those realities is that our brains have evolved to be vulnerable to addiction, especially if we live in the lower-income tiers of society. An understanding of our evolutionary vulnerability to drugs and alcohol can help us to design effective public policies, Humphreys told the Davos audience.<\/p>\n\n\n\n<p>\u201cPrimate research indicates that there may be a political and economic dimension to this,\u201d he said. \u201cWhen lower primates form a hierarchy, those at the bottom undergo a change in their dopamine system. This makes them more likely to consume drugs in an addictive fashion.\u201d<\/p>\n\n\n\n<p>Addiction can happen to anyone at any level of society \u2014 the current opiate epidemic is a case in point \u2014 but if you look at wealthy societies, those who have less economic and educational resources are more prone to addiction.<\/p>\n\n\n\n<p>\u201cSo as inequality worsens, we really have a risk of creating a disempowered underclass of people who are literally sedated by ever more available psychoactive substances.\u201d<\/p>\n\n\n\n<p>Humphreys is on the NeuroChoice team at the\u00a0<a href=\"https:\/\/neuroscience.stanford.edu\/\">Stanford Neurosciences Institute<\/a>\u00a0who attended the forum to present their research into the neural basis of decision-making and how these impact public policy.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-embed-handler wp-block-embed-embed-handler wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<div class=\"video-shortcode\"><iframe title=\"Applying neuro-scientific findings to enduring social problems | Keith Humphreys\" width=\"1300\" height=\"731\" src=\"https:\/\/www.youtube.com\/embed\/biw7rC0JQd4?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe><\/div>\n<\/div><\/figure>\n\n\n\n<p>He says&nbsp;<a href=\"https:\/\/youtu.be\/biw7rC0JQd4?list=PL7m903CwFUglzEMwIdvz4vflegj5vRqzp\" target=\"_blank\" rel=\"noreferrer noopener\">in this video<\/a>&nbsp;that neuroscience reveals addictive drugs work on precisely the same brain systems that guide our survival decisions. This is compounded by industrial global capitalism, making the exposure to psychoactive substance nearly universal.<\/p>\n\n\n\n<p>\u201cThese two combined realities \u2014 our evolutionary conserved vulnerability to addiction and the development of a production and transportation system that can deliver substances worldwide \u2014 is why one in six deaths on the planet among adults is attributable to psychoactive substance abuse,\u201d says Humphreys.<\/p>\n\n\n\n<p>Stanford researchers are going after the problem in two ways. First is to use neuroscience to unravel the mechanisms of addiction in the brain. Then, they work directly with public policymakers, such as those who regulate the tobacco, alcohol and pharmaceutical industries, as well as those who oversee health-care and criminal justice systems.<\/p>\n\n\n\n<p>\u201cWe communicate to our friends in the policy world what science has to teach about addiction and how you can use that information to do a better job at protecting people and promoting public health,\u201d he said.<\/p>\n\n\n\n<p>He said one of their key messages is that psychoactive substances are not ordinary commodities that should not be regulated.<\/p>\n\n\n\n<p>\u201cThat\u2019s probably true for broccoli, but it\u2019s not true for psychoactive substances because they impair our brain\u2019s ability to value things,\u201d he said. And that is why public health policies must take into account the evolutionary-conserved circuits in the brain.<\/p>\n\n\n\n<p>\u201cThe magnificent decision-making organ that evolution has bequeathed us is vulnerable to addiction, perhaps particularly if we live on the lower tiers of society. This creates a risk for humanity,\u201d Humphreys said. \u201cKarl Marx was worried that religion would become the opiate of the masses.
